SCOCEEN Gathers in Moldova to Discuss the Future of Seafarers

On 4 June 2026, representatives of maritime trade unions from Central and Eastern Europe and Norway came together in Moldova for the 38th Meeting of the Seafarers’ Committee of Central, Eastern Europe and Norway (SCOCEEN). The meeting, chaired by MTWTU Chairman Oleg Grygoriuk, continued the Committee’s long-standing mission of strengthening social dialogue and protecting the interests of seafarers across the region.

Established more than three decades ago, SCOCEEN serves as a unique platform that brings together maritime unions, the Norwegian Shipowners’ Association (NSA) and Norwegian trade unions to address key industry challenges. For the MTWTU, participation in the Committee has been of particular importance since 2002, as Norwegian shipowners remain among the major employers of Ukrainian seafarers.

This year’s agenda reflected the rapidly changing realities of global shipping. Participants exchanged updates on the situation in their respective countries and discussed a wide range of issues affecting seafarers and their families. Special attention was paid to the human consequences of ongoing armed conflicts, including the impact of the war in Ukraine and the Middle East crisis on maritime personnel and the future workforce.

The meeting also covered developments within the ITF, ILO and the International Bargaining Forum (IBF), while representatives of the Norwegian Shipowners’ Association presented their outlook for the maritime industry in 2026. Another important topic was the review of employment trends aboard Norwegian-owned and controlled vessels, including the role and contribution of seafarers from Central and Eastern Europe.

A significant part of the discussions focused on the future round of collective bargaining negotiations. Union representatives reviewed proposals for amendments to existing CBAs and exchanged views on priorities for the upcoming wage revision process.

The 38th SCOCEEN Meeting once again demonstrated the value of international solidarity and cooperation. By working together, maritime unions and social partners continue to ensure that the maritime industry remains built on the principles of fairness, dignity and mutual respect.
