Changes in the rules for crossing the state border by citizens of Ukraine

The Marine Transport Workers' Trade Union of Ukraine draws your attention to the fact that on March 22, 2021, amendments were made to the Resolution of the Cabinet of Ministers of Ukraine from December 09, 2020, No. 1236 regarding the crossing of the state border by citizens of Ukraine.

This Resolution states that citizens of Ukraine who have a negative PCR test for COVID-19, which was made no earlier than 48 hours before crossing the state border, are not subject to self-isolation. At the same time, this Resolution does not provide for mandatory testing when crossing the border by drivers and crew members of commercial vehicles, buses of regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews.

At the same time, we consider it important to point out that this exception, with a high probability, will apply only to seafarers who, at the moment of crossing the border, continue to perform their duties on board the vessel or cross the state border when leaving the vessel (that is, in the ports of Ukraine).

According to information provided by the 'Dovira' ('Trust') service of the State Border Guard Service of Ukraine, seafarers are required to undergo PCR testing for COVID-19 when crossing the border by air. According to the employees of the State Border Guard Service of Ukraine, this is because seafarers do not act as crew members when crossing the border, and so they will be subject to the same requirements as other citizens arriving at airports. If the test is not passed, as well as in the case of a positive test result, the seafarer will be required to self-isolation.

At the same time, the staff of the Odessa International Airport notes that any person upon arrival from a foreign country can pass the test at the airport. There is a laboratory on the territory of the airport, which ensures receiving of test results within 24 hours from the moment of its passing. To obtain results, it is necessary to install the 'Act at Home' application at the border control in the presence of an employee of the State Border Guard Service of Ukraine. Within a day, the application will display the result of the test, which the seafarer can expect at home. If a negative result is obtained, self-isolation is canceled.

Thus, returning to Ukraine, a seafarer can use one of two ways:

- already arrive at the specified airport with the test result, which was made in another state no earlier than 48 hours before crossing the border;

- upon arrival, install the 'Act at Home' application and pass the test in the laboratory of the Odessa International Airport.
