Due to the imposing of the martial law by the President of Ukraine in ten regions, as well as in the internal waters of Ukraine in the Azov-Kerch water area, the Marine Transport Workers’ Trade Union of Ukraine responds to the multiple enquiries from seafarers and their families, our partners and fraternal ITF trade unions on how the new introduction can affect the Ukrainian seafarers, working for foreign employers.
According to the information posted on the official Government web resources, as well as according to the official statements and appeals of the President of Ukraine to the people and people’s deputies,
the following should be noted:
Martial law will be introduced for a 30-day period, from 9:00 on November 28, 2018, to 9:00 on December 27, 2018.
The President of Ukraine assures that the martial law does not foresee any measures to restrict the rights and freedoms of citizens.
It is not planned to establish a special regime of entry and exit, not planned to restrict the freedom of movement of citizens, which is of utmost importance for seafarers.
The liquidity of the banking system is sufficient to ensure its proper and uninterrupted functioning; the National Bank of Ukraine currently has no grounds for introducing administrative measures in the monetary and foreign exchange markets.
It is not planned to take measures to forcefully alienate private property, owned by citizens.
There is no need for partial mobilization, which can be declared by the President of Ukraine only in terms and volumes in line with the threat to national security and defense of Ukraine.
It is important to understand that martial law is not the beginning of hostilities, and its introduction was necessary, first of all, to ensure the national security of Ukraine.
Currently, the law of Ukraine, which approved the Decree of the President of Ukraine on the introduction of martial law in Ukraine, is being prepared for the signature of the President, after which the official publication of its text is expected.
The MTWTU is closely monitoring the updates and will keep you duly informed of any changes that may occur.
We hope that the current situation in Ukraine will not affect the daily life of its citizens.
