The pension system in Ukraine consists of three levels.
The first level is the solidary system of compulsory state pension insurance, under which pensions are paid at the expense of the Pension Fund of Ukraine.
The second level is the accumulative system of compulsory state pension insurance, which is based on the principles of accumulating funds of insured persons in the Savings Fund.
The third level is the system of non-state pension provision, which is based on the principles of voluntary participation in the formation of pension savings.
The first and second levels of the pension system in Ukraine constitute the system of compulsory state pension insurance.
At the same time, only those citizens who work for a Ukrainian employer are subject to compulsory state pension insurance. Therefore, if a Ukrainian seafarer is employed on a foreign-flagged ship, the insurance premiums are not paid and therefore the necessary insurance experience is not acquired that would make him eligible for the pension payment.
At the same time, for citizens working outside Ukraine, can voluntarily participate in the system of compulsory state pension insurance.
