Amendments to IBF and ITF Lists of Designated Risk Areas

In the context of the unveiling military conflict in Ukraine, please be advised that following an agreement reached with the Joint Negotiating Group of employers (JNG) and further consultations with ITF Officers, the IBF List of Warlike and High Risk Areas has been amended to include 3 new designations:


  • IBF Warlike Operations Area – Sea of Azov, north of latitude 46°N

(Designation 6 and Chart 6 in the attachment)

  • IBF Warlike Operations Area – Northern Black Sea Region

(Designation 7 and Chart 7 in the attachment)

  • IBF Warlike Operations Area – all ports in Ukraine

(Designation 8 in the attachment)

In all these areas, the terms and conditions include:

  • bonus equal to basic wage, payable for 5 days minimum +per day if longer;
  • doubled compensations for death and disability;
  • right to refuse sailing, with repatriation at company’s cost and compensation equal to 2 month’s basic wage
  • recommendation to operate at ISPS Level 3

For full details, please refer to the enclosed new List of Areas featuring respectively the summary of these designations (on page 2), the charts (on pages 10-11) and the applicable terms and conditions with the exact coordinates (page 17).

The new designations are in effect from 1st March 2022.

Due to the rapidly developing situation they will be re-visited by the IBF on a two-weekly basis to review the period of validity and, if necessary, the terms and conditions and coordinates. We will be notifying affiliates only in case of termination/changes.

Likewise, the IBF will continue to closely monitor the situation in other areas adjacent to the conflict to identify possible risks of similar or different nature and to respond as appropriate.

Also, please note that the new List of Areas includes another amendment; i.e. the merger of the previous Designations 1 and 1a into one. This is a merely technical enhancement to the text with no changes to any terms and conditions.

Please be reminded that Article 17.1 of the IBF Framework CBA requires that ‘an updated list of IBF Warlike Operations areas shall be kept on board the vessel and shall be accessible to the crew’. For this purpose, please utilise the attached document to amend respective annexes of your IBF CBAs.

Your partner companies are to be informed along similar lines by respective JNG constituents.

As far as non-IBF agreements are concerned, I am taking this opportunity to advise that the same designations and same terms and conditions should also apply to all ITF TCC and Standard agreements, with the same effective dates.
