An opportunity for deported Ukrainians to return home

From November 14, 2022, the Experimental Project was launched on the registration of an identity card for return to Ukraine on the territory of Ukraine (Resolution No. 1201 of the Cabinet of Ministers of Ukraine; link to the current version - https://zakon.rada.gov.ua/laws/show/1201-2022 -p#Text).

This project is aimed at simplifying the procedure for the return of Ukrainian citizens and stateless persons (recognized in Ukraine or permanently residing in it) who were forcibly relocated to the territory of the aggressor state and lost their documents. For this, information about such persons must be available in the Unified State Demographic Register or the information systems of the State Migration Service (except for children, for whom the presence of this information in the registers is optional).

The issuance of a certificate to deported persons (without their presence) is carried out by the territorial bodies of the State Migration Service based on an application:

- one of the parents or another legal representative for a person under 18 years of age;

- one of the person's parents, spouse, adult child, or sibling;

- an official appeal from the Ministry of Reintegration (if the deported person has no relatives in Ukraine or they are in the occupied territory).

Registration of the certificate is carried out using the form within 5 working days from the date of submission of the application form and the documents attached to it and is free of charge. If the applicant does not have the necessary documents for the issuance of the certificate, the relevant information is entered by the employees of the State Migration Service based on the information specified in the written application, which is subsequently checked according to the data of the State Register of Civil Status Acts.

The certificate is issued based on the results of the identification of the person and verification of information about him/her with a photo card and without entering the signature of the person.

The certificate is valid for 3 months.
